Australia’s community services network welcomes the National Not-for-Profit Blueprint, calls for implementation

COSS Network 2 mins read

Australia’s network of Councils of Social Service (COSS Network) has welcomed the release of the Blueprint for the National Not-for-Profit Sector (the Blueprint) and called for the Federal Government to implement its recommendations.

Facilitated by the Federal Government, the Blueprint has been developed by the NFP Sector as an independent, non-partisan, 10 year reform roadmap for a stronger and more sustainable sector. ACOSS was a member of the Blueprint Expert Reference Group (BERG).

The Federal Government must now issue a detailed, written response to the Blueprint and each of its initiatives, including a proposed timeframe for implementation, by 31 March 2025.

It contains 18 key initiatives organised across three strategic pillars:

  • Pillar One: An enabling operational and regulatory environment for the NFP sector to thrive;

  • Pillar Two: A people-led and purpose driven NFP Sector; and

  • Pillar Three: An adaptive and dynamic forward-focussed NFP Sector.

“The community not-for-profit sector is one of the most significant parts of civil society, employing millions of people, generating economic value and, crucially, helping people in communities around the nation,” said ACOSS CEO, Dr Cassandra Goldie.

“The Blueprint sets out a clear framework and pathway to addressing the immediate systemic issues facing our sector, including chronic underfunding of essential services, the ability of charities to advocate for systemic change and prioritising Aboriginal and Torres Strait Islander self-determination and community control. It also addresses the sector’s medium to longer-term challenges, such as climate adaptation and digital transformation.

“The COSS Network strongly urges all members of the Federal Parliament to engage with BERG and the Blueprint, and to give the Blueprint the serious consideration, respect and support it deserves.”

The COSS Network acknowledges the outstanding work of the sector leaders on the Blueprint Expert Reference Group (BERG) in developing this important document over the past two years.

The community sector will be integral to implementing the reforms outlined in this roadmap, and the COSS Network is ready to lend its expertise and leadership as best it can.

We also encourage charities and NFP organisations across our communities to examine the initiatives set out in the Blueprint, and to support our calls for full implementation.

Commonwealth must boost funding for public hospitals

The Commonwealth should increase its funding of public hospitals to a 50-50 share with the states and territories, Catholic Health Australia said today as health ministers meet in Brisbane. Analysis of AIHW data by Catholic Health Australia finds public hospitals are under severe pressure, leading to sliding performance in recent years. Only 67% of patients were seen on time in 2025, down from 71% in 2021. Only 53% of ED visits were completed within four hours in 2025, down from 67% in 2021. In some states, patients wait more than a year after the clinically recommended deadline for their surgery.…

Australia’s leading hepatitis experts reaffirm support for birth-dose hepatitis B vaccination

Australia’s foremost hepatitis researchers and clinicians have released a joint expert statement confirming that Australia’s recommendation remains unchanged: all medically stable newborns who meet the weight threshold should receive their first dose of the hepatitis B vaccine within 24 hours of birth. The statement follows international attention after a U.S. advisory panel recommended reversing its long-standing advice that infants receive the hepatitis B vaccine at birth. Hepatitis Australia CEO Lucy Clynes said parents and healthcare professionals should remain confident in Australia’s long-standing, evidence-based approach. “Australia’s advice has not changed. The hepatitis B birth-dose vaccination is safe, effective and one of…

Former ATO contractor found guilty of fraud

A former contractor to the Australian Taxation Office (ATO) was sentenced to 18 months imprisonment, with immediate release on a recognisance release order conditioned that she be of good behaviour for three years, for defrauding the ATO of more than $105,000 through Operation Protego. The fraudulently obtained funds have since been repaid. Eva Dierens was based in Maroochydore and worked for the ATO between 2019 and 2021, assisting taxpayers with income tax, business tax, and debt-related matters. Her fraudulent activity occurred after her engagement with the ATO had ended and did not involve ATO systems, nor were any systems compromised.…
