Chatswood’s first Changing Places facility supports inclusive access

Willoughby City Council 2 mins read

People with high support needs now have better access to public spaces in Chatswood, thanks to a new Changing Places facility at the Dougherty Community Centre.

It is the first purpose-built facility of its kind in Chatswood, offering a much-needed public amenity for people with complex disabilities and their carers, helping more residents and visitors participate fully in community life.

Delivered by Willoughby City Council with support from the NSW Department of Communities and Justice and the Local Roads and Community Infrastructure Program, the project marks a significant step toward a more inclusive city.

Mayor Tanya Taylor said the facility reflects Council’s commitment to accessibility and equity.

“Everyone deserves the opportunity to take part in everyday life, whether it’s meeting friends, attending a class or visiting the local library,” Mayor Taylor said.

“This new facility ensures people with high support needs, along with their families and carers, can access community spaces safely, comfortably and with confidence. It’s a meaningful investment in a more inclusive Willoughby.”

Changing Places facilities go beyond standard accessible toilets and are designed for people with significant support requirements.

The Dougherty Centre facility includes:

• A height-adjustable adult change table

• A ceiling-mounted hoist

• A centrally located peninsula toilet

• Ample circulation space for users and carers

• Enhanced privacy and safety features

The project was delivered in line with the Changing Places Design Specifications 2020 and received full accreditation from qualified access consultants.

Its opening supports Council’s broader commitment to designing inclusive public infrastructure that enables people of all abilities to participate in community life with independence and confidence.

The facility is now listed on both the Changing Places and National Public Toilet Map registers. It will also feature on Council’s Dougherty Community Centre and People with Disability webpages to help the community easily locate and access it.

UNSW expert available to comment on NDIS plans being computer-generated.

Today's story in the Guardian "NDIS plans will be computer-generated, with human involvement dramatically cut under sweeping overhaul" outlines radical changes to the scheme. These changes will lead to the next Robo-debt, according to Dr Georgia van Toorn from UNSW Sydney's School of Social Sciences. Dr van Toorn is a political sociologist with particular expertise in welfare governance, with a particular focus on processes of marketisation, the commodification of social care, and the growing impact of data analytics and algorithmic decision-making in the public sector. "This is absolutely terrifying and even worse than I anticipated. The NDIA has always insisted…

Alpine and Hindmarsh councils not compliant with rate caps

The Essential Services Commission’s annual Council Rate Cap Compliance Report shows two of the state’s 79 local councils exceeded the three per cent rate cap set by the Minister for Local Government. This is the first time tie cap has been exceeded since 2020-21. The report also notes that Ballarat City Council and Bayside City Council did not increase their rates at all in 2025-26, and that Hepburn and Indigo shires had a higher rate cap approved by the commission. The Essential Services Commission monitors and reports on Victorian councils’ compliance with the rate cap under the Fair Go Rates…
