Intelligence and Security Committee supports listing Terrorgram as a terrorist organisation

The Parliamentary Joint Committee on Intelligence and Security (PJCIS) today tabled its report on the Review of the listing of Terrorgram as a terrorist organisation under the Criminal Code.

Terrorgram, a Nationalist and Racist Violent Extremist (NRVE) organisation, operates primarily through encrypted online channels, such as the messaging application Telegram. It creates and distributes propaganda designed to inspire terrorist attacks against minority groups, critical infrastructure and specific individuals opposed to its ideology.

The Australian Government listed Terrorgram as a terrorist organisation in June 2025. This listing activates a number of offences under the Criminal Code relating to membership of, support for, or association with the organisation.

Section 102.1A of the Criminal Code provides that the Committee may review listings of terrorist organisations at any time and report its findings to each House of the Parliament.

Through its review, the Committee was satisfied that appropriate processes had been followed and that Terrorgram meets the definition of a terrorist organisation.

Chair of the Committee, Senator Raff Ciccone, said: “The Committee supports the listing of Terrorgram and is satisfied that it meets the definition of a terrorist organisation under the Criminal Code.”

“Although the online and decentralised nature of Terrorgram makes it different from other listed terrorist organisations, it is nevertheless an organisation that advocates terrorist acts.”

“The Committee reaffirms Parliament’s commitment to protecting Australians from violent extremism and safeguarding the values of our democratic society.”
