Victorian energy retailers surrender over 6.5 million certificates to meet 2024 energy efficiency obligations

Essential Services Commission < 1 mins read

Victorian energy retailers have surrendered over 6.5 million energy efficiency certificates to meet 2024 energy efficiency obligations. The certificates are valued at over $540 million.*

The Victorian Energy Upgrade (VEU) program is an energy efficiency program, designed to help Victorian households and businesses cut their energy bills and lower greenhouse gas emissions.

Accredited businesses undertake energy efficiency upgrades that entitle them to create energy efficiency certificates, which they can then sell. Victorian energy retailers must acquire and surrender these certificates to meet energy efficiency obligations.

Energy retailers delivered 99 per cent of the total certificate surrenders required across all energy retailers for 2024. Thirty energy retailers had energy liabilities under the VEU program in 2024.

Iberdrola Australia Energy Markets Pty Ltd was the only retailer that didn’t meet its 2024 liability. It had a certificate shortfall of 38,225 and paid $3.4 million in penalties.

The commission granted a two-month extension to energy retailers to acquire certificates and submit documentation to help them meet their obligations for 2024.

Since it began in 2009, the VEU program has led to millions of inefficient energy products being replaced in Victorian households and businesses.

“It’s pleasing to see almost all energy retailers fulfill their obligations for 2024, which is an improvement on 2023 compliance.”

“For the 2026 compliance year, the penalty applicable to a retailer for each certificate it fails to surrender will increase to $100 (from $90). We expect that this change will further encourage retailers to meet their surrender obligations.”

TALENT ALERT: Renewables backed by storage the only pathway to cheaper electricity bills: AEMC

New modelling released today by the Australian Energy Market Commission (AEMC) confirms that renewables backed by storage is the only path to cheaper electricity bills for Australian families and businesses. Delays in building more renewable energy and storage to replace Australia’s unreliable and ageing coal fleet and increased reliance on expensive gas, will make electricity bills more expensive for every Australian, which is also confirmed in the modelling. AEMC’s latest modelling shows: Prices are projected to fall by 5% over the next five years, thanks to the building of renewables, storage and transmission. A one-year delay in wind or transmission…

Stop the Bill Shock

New AER data shows hundreds of thousands are struggling with rising energy debts as Australians demand more government intervention to lower bills.

An alliance of energy justice advocates is calling for urgent government intervention to wipe-out the energy debts of struggling households, as new data shows almost 1 in 20 energy consumers cannot cover the full cost of their regular energy bill, as energy companies’ profits continue to soar and the government considers another round of energy bill rebates. Meanwhile, new polling shows the Australian public is fed up with the profiteering of big energy companies and want the Australian government to intervene to lower bills. New data from the Australian Energy Regulator, released as part of its annual market report, shows…
