The Australian Constructors Association (ACA) says the release of the National Construction Industry Forum (NCIF) Draft Charter and Construction Standards discussion paper has created a real opportunity to reset the construction industry but warns reform will fail unless the bad actors responsible for some of the sector's worst behaviour are removed from positions of influence.
ACA CEO Peter Colacino said the discussion paper demonstrates that governments, industry and unions are working together to improve culture, productivity and performance across the construction sector.
“The release of the NCIF Draft Charter and Construction Standards discussion paper shows that industry, governments and unions are making progress on the reforms needed to strengthen the construction sector,” said Mr Colacino.
“We encourage everyone with a stake in the industry to engage with the consultation process and help shape reforms that improve productivity, culture and project outcomes.”
However, Mr Colacino said lasting change would remain out of reach if those responsible for criminal elements, intimidation and unlawful behaviour into the industry are allowed to continue operating within it.
“These changes won't stick if the old guard responsible for introducing criminal elements into the industry continue to threaten, intimidate and harass those championing reform,” said Mr Colacino.
“The continuing protection and influence of the individuals within the construction industry requires immediate attention.”
Mr Colacino said the consultation have a focus on long-standing issues that continue to undermine productivity and workplace culture.
“Focus must be given to addressing demarcation issues, addressing lawlessness between unions, preventing the misuse of workplace health and safety processes for industrial leverage and recognising the significant psychosocial harm caused by coercion, bullying and intimidation,” said Mr Colacino.
“These behaviours damage productivity, increase costs and make the industry less attractive for the people we need to recruit and retain.”
Mr Colacino said all participants must be held to the same standards.
“Productivity must be returned to the centre of our industrial relations system," said Mr Colacino.
“Everyone on every worksite should be held to the same standards of behaviour, ethics and lawfulness.”
