Build Metric: A 30-Day Quote Is No Longer a Safe Validity Window in Australian Construction

Key Facts:
  • ABS producer price data for June quarter 2026 shows house construction output prices rising 2.0% and input prices rising 2.1%, with sharp increases in specific categories including electric cable and conduit (11.2%), electrical equipment (7.4%), and plaster products (4.6%).
  • At current quarterly price movements, a standard 30-day quote drifts approximately 0.7% against the industry benchmark, whilst quotes with significant electrical content can reach 1% implied movement in roughly eight days.
  • HIA's Trades Report recorded trade price growth of 5.1% across the first half of 2026, meaning labour-inclusive quotes carry an additional drift component on top of material price movements.
  • Build Metric argues the 30-day quote validity convention was designed for a stable cost environment and that builders issuing quotes without a stated index anchor are carrying price risk they cannot quantify, leaving neither party with a shared reference point if costs move before acceptance.
  • Build Metric recommends that quote validity periods be calculated per trade category against current ABS PPI and Cordell data, rather than applying a single standard window across all job types.

SOUTH MELBOURNE, Australia — 23 October 2026 — Build Metric, an Australian construction estimating and quantity surveying firm, says the June quarter 2026 ABS producer price data has made the 30-day quote validity convention difficult to defend on current cost movements, and that builders issuing quotes without a stated index anchor are carrying price risk they cannot quantify.

ABS producer price data released on 31 July 2026 recorded house construction output prices rising 2.0% in the June quarter, the largest quarterly increase since September 2022, with input prices rising 2.1% in the same period. The movement is not distributed evenly across trade categories. Electric cable and conduit rose 11.2% for the quarter. Electrical equipment rose 7.4%. Plaster products rose 4.6%. At the June quarter pace, a quote anchored to the industry benchmark drifts approximately 0.7% over 30 days. A quote with meaningful electrical content drifts at a pace that reaches 1% implied movement in roughly 8 days. A single 30-day validity window cannot be the right answer for both lines.

Build Metric says the practical consequence for builders issuing quotes now is twofold. A quote submitted today and accepted on day 28 is a fixed-price commitment against a cost environment that may have moved materially. And a quote that does not state which index it is anchored to gives neither party a shared reference point for a re-quote conversation if costs do move before acceptance. HIA's Trades Report for the June quarter recorded trade price growth of 5.1% across the first half of 2026, meaning labour-inclusive quotes carry a second, independent drift component on top of material movements.

"The 30-day convention was built for a stable cost environment. At current quarterly movements, it is not a number based on a calculation, it is a habit. The question a builder should be asking is not how long is standard, but how much can the lines in this quote move before the job is no longer viable, and how quickly does the current data suggest that threshold gets reached. The ABS September quarter figures are out on 30 October. Whatever they show, the answer to that question will be different for an electrical-heavy job than for a structure-heavy one," said Luke Rose, owner of Build Metric.

Build Metric's construction estimating process includes escalation allowances and index references calculated per trade category against current ABS PPI and Cordell data. The company employs 45 full-time staff and holds a 98% accuracy rate across submitted estimates, operating across Australia and New Zealand.
