- The Australian Small-scale Renewable Energy Scheme (SRES) expanded on 1 October to cover systems up to 1 megawatt, extending financial incentives to commercial buildings, strata properties, agricultural facilities, and community organisations with systems between 100 kilowatts and 1 megawatt.
- The expansion, announced by Climate and Energy Minister Chris Bowen, reduces the upfront cost of qualifying mid-scale systems by approximately 20 per cent through the Small-scale Technology Certificate (STC) mechanism, with a 250 kilowatt system generating around $50,000 in annual electricity bill savings.
- Australia's commercial, industrial, and agricultural rooftops hold an estimated 80 gigawatts of solar potential, yet only 5.6 gigawatts has been installed, compared with 22 gigawatts on residential roofs.
- Melbourne-based Helcro Solar, which has operated a commercial division for systems of 100 kilowatts and above, says the expansion removes a longstanding barrier for viable commercial rooftops such as warehouses, strata buildings, and agricultural facilities that were previously ineligible for STC support.
- Helcro Solar Director Luke Rose noted that operators newly eligible under the expanded scheme should ensure their system is sized to match actual consumption rather than simply designed around the previous 100 kilowatt ceiling.
SOUTH MELBOURNE, Australia — 23 October 2026 — Helcro Solar, a CEC-accredited solar retailer operating in Melbourne for 18 years, says the expansion of the Small-scale Renewable Energy Scheme to 1 megawatt that took effect on 1 October opens the scheme's financial incentives to a segment of the market that has been locked out since the scheme's inception: commercial buildings, strata properties, agricultural facilities, and community organisations with systems between 100 kilowatts and 1 megawatt.
The SRES expansion, announced by Climate and Energy Minister Chris Bowen on 5 August and commencing today, reduces the upfront cost of a qualifying mid-scale system by approximately 20 per cent through the existing Small-scale Technology Certificate mechanism. A 250 kilowatt system at a medium-sized business generates approximately 345 megawatt-hours of electricity annually and is now eligible for around $50,000 in annual electricity bill savings alongside the upfront STC discount. Australia's commercial, industrial, and agricultural rooftops carry an estimated 80 gigawatts of solar potential. Only 5.6 gigawatts has been installed, against 22 gigawatts on residential roofs.
Helcro Solar has operated its commercial division for systems of 100 kilowatts and above since expanding into this segment ahead of the 1 January 2027 all-electric building requirement for new Victorian commercial developments. The SRES expansion changes the economics of mid-scale commercial solar directly: a system that previously required full-cost financing can now be funded partially through the STC mechanism, the same structure that has made residential solar the default energy choice for one in three Australian homes. The certificates are created at installation and assigned as an upfront discount, not a rebate applied after the fact.
"The 100 kilowatt ceiling has been a hard stop for a lot of commercial rooftops that were otherwise viable. A warehouse with a 150 kilowatt requirement, a strata building with 12 units, a grain shed in regional Victoria: these buildings could have solar on them years ago if the scheme had covered them. From today it does. The question for those operators is whether the system size that now qualifies for the STC discount is sized correctly for their actual consumption, not just sized to the previous ceiling," said Luke Rose, Director of Helcro Solar.
Helcro Solar provides commercial solar design and installation for systems from 100 kilowatts upward across Melbourne and Victoria, holding a Victorian electrical contractor licence alongside its CEC accreditation. Site assessments are carried out by A-grade electricians. Every installation includes an independent post-installation inspection.
