AEMO draft report opens door to community-scale energy solutions

Community Power Agency welcomes the Australian Energy Market Operator’s (AEMO) engagement with Distribution Network Service Providers (DNSPs) as a promising and much-needed development in national energy planning - one that could unlock a new wave of community-scale energy solutions and build social licence in the shift to renewable energy.

“Although large-scale renewable developments, and the transmission network connecting them, are critical in the shift to renewables, we’re pleased to see AEMO now actively considering how the distribution network can also be part of the solution,” said Kim Mallee, Director of Community Power Agency.

Released on Friday, AEMO’s Draft 2025 Electricity Network Options Report acknowledges that past planning efforts have primarily focused on consumer energy uptake alongside large-scale generation and transmission infrastructure. The report also notes that some of these large-scale developments have encountered social licence challenges.

“To date, the regulatory environment has favoured utility-scale developments. That has left community-scale projects in a kind of policy ‘no man’s land’, despite their proven benefits and strong local support.”

A targeted strategy to integrate distribution networks into AEMO’s Integrated Systems Plan planning would open up new pathways for small to mid-scale renewable energy projects, typically sized between 1–10 MW. These projects are well suited to being community-owned or community-led initiatives, offering a win-win: they accelerate the rollout of renewable energy while enabling community participation, delivering tangible benefits to communities, and strengthening social licence outcomes.

“Community-scale projects on the distribution network are often easily integrated into local landscapes, have close ties to the communities they serve, and offer genuine opportunities for public participation and shared benefits,” says Kim Mallee.

“We would love to see more projects like the community-owned 4.1MW Hepburn Wind Farm and 1.8MW Goulburn Solar Farm. And innovative models like the 1.2MW Haystacks Solar Garden in the Riverina, where households locked out of rooftop solar can purchase a 'solar garden plot' and receive credits on their electricity bills, making solar more accessible to renters and apartment dwellers.

“These community-scale projects on the distribution network are sized in a way that invites participation, builds trust and delivers lasting local benefits. They prove that when communities are part of the solution, support soars and the shift to renewables becomes something people want to be part of.

“By expanding the focus to include both transmission and distribution networks, AEMO is helping to unlock a wider range of solutions that help to drive a fairer and faster energy transformation - and ultimately, a cheaper one too,” says Kim Mallee.

Community energy groups are also highly motivated to participate in 'non network' energy solutions that can help to increase the hosting capacity and stability of the distribution network, such as energy efficiency, demand response, virtual power plant and community battery programs.

Community Power Agency has long advocated for an energy planning approach that enables people to participate in and benefit from the shift to renewable energy. Utilisation of the distribution network provides a huge opportunity to do just that.

Media Release: Energy roadmap shows renewables remain key and AEMO is starting to hear regional communities

For immediate release Monday 15 December 2025 A not-for-profit working for more than a decade with regional communities at the centre of Australia’s shift to renewable energy has welcomed the release of the Australian Energy Market Operator’s (AEMO) draft Integrated System Plan (ISP) 2026. National Director of the Renewable Energy Alliance (RE-Alliance), Andrew Bray, said AEMO’s ISP is the most comprehensive pathway to energy security by 2050. “It may sound like a lot of acronyms, but AEMO’s ISP is as close as we’ve got to a national roadmap for how we’re going to keep the lights on as Australia’s ageing…

No more excuses: Put people ahead of gas exporters

A broad range of consumer, industry and climate and environment organisations have called upon the Federal Government to put people ahead of gas exporters as the AlbaneseGovernment considers a new gas policy expected to be released any day. Kellie Caught, Program Director, Climate and Energy at ACOSS said “Australia’s focus on gas exports has tripled domestic gas and electricity prices, driving up inflation and household bills. Multinational gas corporations are posting huge profits while people on low incomes are skipping meals, not cooling homes, and going without medicines because they can’t afford their energy bills. “The government must implement gas…

Battery boost welcome but loans are the missing link to slash bills for everyone

Rewiring Australia says the expansion of the home battery subsidy is a positive step, but accessible finance will be critical to ensure lower power bills are shared across the community. The Federal Government yesterday announced an expansion of its Cheaper Home Batteries program, which provides an upfront discount on eligible home battery systems to reduce installation costs for households and small businesses. Rewiring Australia CEO Francis Vierboom has welcomed the expansion while highlighting the need to ensure more households are able to participate as rebates reduce over coming years. “This announcement reflects the growing role household batteries play in an…
